after mid-September for almost all states. But remember, the actual vote is for electors, who elect the presidnet. the electors are nominated by the parties, and they can vote for whoever they want. they can completely ignore the popular vote. Obviously party loyalists are the one nominated, so even if the ballot says hillary clinton, if she were to die a week before the election and Joe Biden is the new candidate, even though you are voting for Hillary Clinton on teh ballot, they will vote for joe biden in the electoral college.
I don't think election day can be changed without a constitutional amendment. I would expect one would get passed in a national emergency. what is interesting, is that the president would have no constitutional authority to stay in office. Maybe the house would decide, as in a tie?
