Whenever you have people stationed, in any capacity, overseas, bad **** is going to happen, especially in the world's hot spots.
You can't operate at the level we do around the world in the places we do and not expect the occasional tragedy. There's no magic defense to random **** happening. And sure, you can say we should have expected something to happen. Okay, well then you have to spend money to protect people against every threat, every contingency. That can't always be done.
So you get back to level one of the issue: Should we operate in these hot spot places or not? What is the cost-benefit?
