If it is not any top down government mandate type of thing, and is just market driven by individuals and the decisions they make, then we can already make many of the changes in health care that you envision.
I, like many other people, already try to learn about health care issues and try to be proactive in preventing having health issues in the first place. I try to exercise, eat healthy foods and refrain from taking drugs, including prescription or over the counter drugs.
People can also use whatever holistic methods they like and some health insurance companies/policies will even work on things like acupunture, hypnotism etc., and vitamins and supplements are readily available.
I also try and be informed and make my own decisions in conjunction with my doctor as to health care.
But, I do think that our current health care system is excellent for many things and that many of those things have no reasonable alternative in the holistic or alternative methods you mention.
But you are welcome to take a different path than I do.
Right now you could even opt out of Obamacare with several different health cost sharing organizations that have been around for years and which have much lower costs than Obamacare does (at least without the government subsidies). These alternatives are exempted in the ACA law so there are no tax penalties for not buying Obamacare, btw.
So... nothing is needed from a governmental perspective to make decisions that would bring about many of the changes you want... though I personally would like the government to just get the heck out of the way and let more free market options spring up and abound.
