1. The NG was deployed in LA to protect FEDERAL EMPLOYEES AND PROPERTY, not to enforce law as it has been in DC.
2. The District of Columbia is not in a state and is therefore the Federal Government has special powers over it - including
President Donald Trump invoked section 740 of the District of Columbia Home Rule Act to take control of the district’s police department for up to 30 days.
After 30 days, the emergency takeover expires unless Congress votes to extend it. The Home Rule Act doesn’t detail exceptions to this process, even under national emergencies, experts say.

Trump does NOT have this power over cities other than DC. Any decision to do so would have immediate constitutional challenge.
