Create districts using the following criteria, in priority order
1) Contiguous
2) Compact
3) Competitive
4) Preserve communities of interest
This can be done by computer algorithm with non-partisan commissions
Amendment 2 was an effort to implement something like this.
Allowing legislators to draw their own districts is one of the worst ways one could devise.
