Their integrity should be respected. Some institutions have a catchment area I know of a hospital that had a 10 county catching area in central Missouri. You may mix counties, let's say Boone County has a population of 200,000. Let's say you have to combine Calloway and Cole and Morgan to have another grouping of 200,000 the county stays intact,doing that seems fair.

Please explain why this message is being reported.
