that wind, that's energy lost; with that said - it's a very large planet. you'd have to have a massive amount of wind blocks (cities, buildings, windmills) in condensed areas to have a meaningful impact on what potential wind energy remains in that time period.
As you've already stated, wind isn't a finite resource that once tapped is depleted forever, which is swamp's point.
The sun's heating will continue to alter pressure all over the globe, creating "new" wind ongoing, all the time.
I don't get your statement that if something is destroyed by wind it will drain the wind...well, in that moment, but you don't see tornados stop when the destroy things.
