The individual states are in charge and responsible for running their own elections. I think Congress could establish some standards that must be followed in federal elections though as they do have the ability to either accept or reject the results of an election. I don't think the President has any authority there though.
Election Day needs to be a national holiday. Ditch Columbus Day and make it happen. But I otherwise agree with Trump. All (almost) voting should be done in person on Election Day. Having appointments would prevent long lines to vote, as would having competent people working at the polls to check ID's that should also be required. The only exception should be people who actually cannot make it to the polls that day, and that can be handled by representatives going to homes and hospitals that day. VERY limited absentee ballots would be allowed, but they must be done in person at the election authority (County Clerk's Office in Missouri).
Mail-in voting MUST stop if we want to have free and fair elections. The frauds that still happen with mail-in voting are multiple in nature and astronomic in size.
