Minsk agreements bringing about a cease fire when eastern Ukraine was winning the civil war against western Ukraine.
Angela Merkel later bragged that the West had tricked them as it gave NATO time to rearm and train western Ukraine and it had given them the breather that they urgently needed.
They are winning this war. It would be foolish to pause and give Ukraine and NATO the same advantage to use against them once again.
They insist on a real, permanent peace agreement. We see how well the N Korea/S Korea cease fire has led to a permanent state of tensions and threat of war.
Russia wants to resolve the underlying existential issues it is facing vis a vis NATO & the US while they have the upper hand. I don't blame them.
