Crime statistics are spurious. They are meaningless. Why?

As the efficiency of a police department goes up, there are more arrests, this paradoxically can make the department look less sufficient.

A department which is ineffective and inefficient, may make a few rest. This might make them look like they've had good law-enforcement.

So many crimes are undetected and unreported. Murder is a crime of passion typically. If the murder rate goes down, there are many factors that effect that.
