And are the stats based on arrests or charges or convictions?
If someone is killed in a drive by shooting and the juveniles got away (hustling home o get their schoolwork done) and remain at large, according to the stats, was a crime committed?
With DAs decriminalizing crime, felony charges getting reduced to shoplifting, and DAs doing a poor job of prosecuting, the STATS for crime may have little resemblance to actual crime.
