Long-term land leases, frequently 99 years in duration, are renegotiated two or three times during the course of the lease, an exercise known as a reset.

Since the 2004 reset was modest, they expected the same this time but the neighborhood around it boomed with billionaires so of course the land is going to be worth a lot more.
