That seat was formed in 1903 and has been Democrat for all but 2 years, when a Republican slipped in because a) he had a business relationship with the popular conservative D governor John Connelly, who won in a landslide, and b) the D was involved in a public scandal.
I've seen the redistricting map the TX senate just passed. TX-16 has changed, with some areas gained and lost wrt TX-23 held by Republican Tony Gonzalez. I don't know if this was to help 23 be more safely Republican or make 16 more competitive.
