Pretty sure it takes a constitutional amendment to change the federal city into a state, likewise A super majority needed to bring Puerto Rico in.

Not that I have any great faith in Republican legislators having a backbone twice in one decade, but maybe we get Saskatchewan and Greenland in exchange for DC in Puerto Rico.
