outside of a very small area of monuments, museums and government buildings should be part of the surrounding states. Let the states handle the population and infrastructure outside of the federal zone. That also addresses the representation issue that DC residents currently have.
As for the everyday running of DC, Congress would be the governing body, the capitol police should handle security and enforcement and any need for courts should be handled by an offshoot of the first district.
