today. Some clown was riding a scooter on 152 hwy...the speed limit on 152 i this area is 65 mph, he was going 35-40 mph which forced everyone to slam on their brakes. Not sure if there is a speed minimum on state highways or not. Riding a scooter on any highway seems really dumb.

Please explain why this message is being reported.
