doesn't fund Hamas, how did this happen?

Hamas was not elected as the government of Gaza in 2006.
Hamas did win the most votes (approximately 40%) in the 2006 Palestinian Legislative Council elections, but not a majority. Since it was a parliamentary system, they would have had to form a coalition with one or more smaller parties to get over 50%, but they did not do so.
Instead, following the election, Hamas and the rival Fatah party engaged in violent clashes, and in 2007, Hamas seized control of the Gaza Strip by force. Since that time, Hamas has governed Gaza, while Fatah has maintained control of the West Bank.
The international community, including the United States, viewed Hamas's victory as a major setback for peace and stability in the region, according to AIPAC.
