Trump signaled higher tariffs initially and coming down later. The importers bought ahead of the big announcement.
The big announcement shut down importing, and then Trump lowered them again, which brought in more imports.
we are now going through the deals, and threats of higher tariffs, so imports will likely be skiddish for a bit and vary by country and deals, and needs.
Domestic supplies will either take a long time to come on board or not.
In 2026, a new normal will be established, and then decisions will be made on where investments are made and all of that, but it appears there will be a net increase in global tariffs bucking a 30 year trend that hit bottom in 2017.
