Not just the DNI press release, but the documents she also released.

I don’t find them to be consistent with the press release in that the Sep 2016 ICA includes evidence Russia was trying to interfere in the election.

There’s a difference between cyberattacks on election infrastructure (voting machines, etc.) and other types of election interference. The Sep 2016 ICA is clear that the IC believed Russia was not capable of the former but definitely engaged in the latter.
