bluff and bluster against a trading partner that you know isn't going anywhere because of history and geography. But if two guys sitting on a message board should know that by now, so do trade negotiators for the countries he's targeting. I'd rather have stability than chop, but he seems to prefer choppy waters and keeping everyone off-balance.
