I mean, he cites a non-existent problem as the "problem" and the reason for imposing them, and angers one of our better allies and trade partners for basically very little. Where is the 4D chess in that scenario? I guess one could argue that if he's willing to do that to an ally, what would he do to a ****hole country that he doesn't like, so maybe it puts some uncertainty and motivation into those negotiations, but it seems strange.
