If you give income tax relief to American income tax payers, those who pay the most income taxes will see the most relief. And that is because they pay the most. By a wide margin. Those who pay less income taxes will see some relief but not as much as those who may way more than they do. Those who don't pay income taxes won't really be impacted because, well, it's income tax relief and they don't pay income taxes.

Please explain why this message is being reported.
