in order to do that, the Supreme Leader would first have to issue a fatwah to allow it. Iran has been against the possession of weapons of mass destruction on religious grounds since the mid-1990s, when he issued the fatwha against them. Iran enriched up to 60% to become a "threshold state", which is purely posturing to establish some balance in the region, since Israel does have an illegal nuclear weapons program and have not signed the NPT and allowed for inspections.
