25 years is a long time. I'd think both would get a least one. The Royals have shown that recently. And the team with the best record in baseball currently (Tigers) is operating with a 150mm payroll. No guarantee the win it but they will have a shot. The teams with insane budgets can afford to take a lot of risks and can absorb mistakes. But, smart franchises who develop talent still have very good shots to compete and win big.
