Congress funded opposition groups in Venezuela to disrupt their government.

In 2017 Trump placed severe sanctions on Venezuela. In 2019 Trump froze the assets of CITGO preventing them from returning profits to Venezuela.

Through 2020 there were hardly any Venezuelans trying to enter the US. But starting in 2021 it rose rapidly because of economic conditions created by the US
