a small percentage of the populace, has been a given for mankind thruout history and will remain so. Any exceptions only happen with a tyrannical dictator or rules otherwise.
IOW, EVERYone is poor, with a tiny, tiny exception. No Korea a good example. China may be a quasi-exception, with quite a few with some amount of income/wealth in spite of a dictator. I guess you might add russia to that as well.
