most plausible probability would be that they asked her for identification when she came back & she couldn't find her green card or it looked fabricated & they couldn't find her in the database or it was out of date or had false information.
That isn't all that uncommon for government databases. Some years back I needed to renew my plates but it didn't pass the emissions test & the mechanics couldn't tell what was wrong so were just replacing parts to try and make it pass, but couldn't. Eventually I hit the max out of pocket limit for repairs & I got a waiver, but it was the last day of the month and the lines were very long. When I finally got up to the window & was signing the documents I noticed that the vehicle had somehow reverted to my prior car. I pointed out the error to the lady & she wanted proof that I had transferred the plates to the new vehicle. I told her I had done so 3 years ago when I bought the car and had renewed the plates with the new vehicle 2 more times since then. She said she need documentation. I told her I could go out & grab one of the plates off the vehicle which was sitting outside. No go. So I had to go back to my office, dig out the paperwork & bring it back to them... and stand in a long line again. But when it was my turn at the window she closed it. Closing time. Damn.
The next day I went back. When I got up to the window I explained what had happened and showed her all of the documentation. She said that I was right and had the documents to prove it, so no new transfer paperwork was needed. But now I had a late fee. I explained that I was there on time yesterday with all that I needed to renew the plates... but their system was screwed up and had somehow reverted back to 3 year ago. She agreed. But the system said I needed to pay the fine for late renewal or I couldn't get the plates.
The government is just very screwed up on a regular basis.
