You don't sue the NFL and win $790 million and expect to ever be rewarded with a future franchise. Not gonna happen.

Plus, I think the only way St. Louis would support or even entertain the idea of another franchise would be if there was an ownership kind of situation with zero percent chance the team would or could ever leave town. The community owned Green Bay Packers comes to mind, but that is no longer allowed by the league. Green Bay is grandfathered in.
