I don't think there are enough players for 32 teams

Have 8 teams. If you want NFL team affiliation, have one team be for each division.

ATL's practice squad/low draft picks/undrafted free agents go to the NFC South team in Birmingham. Guys not affiliated with a team get signed almost in draft style where teams get to take turns selecting them.
