relatively low rate. Non-necessities at progressively higher rates and luxuries at a very high rate.
Everyone, including the poor, should have some skin in the game.
I am very much in favor of moving to a consumption tax. Too many people game the system by getting paid under the table or working jobs that cannot be properly taxed. If you tax people spending their money instead of making it tax collections will be much more fair and it will be harder to skate by.
