The real issue is that the administrators have been so cowwed that they refuse to step in and stop things that are obviously wrong because those teachers will go public in an instant.
That brings unwanted attention so they let them continue hoping no one really notices. Those teachers in that minority are also supported by fringe groups of parents who are also VERY vocal.
Most teachers just want to teach and most parents just want their kids to learn, so they let the loud, insane voices continue to drive policy.
