The short answer to your question in my opinion is that the role and responsibility of public schools is whatever the school board of that school district says is the role and responsibility of that public school. I don't think larger government should get too involved. They are the respesentatives of the citizens in that shcool district. I may disagree with them, but its their school district. They should decide. What meets the needs of one district in one place may be very different from another.
