but according to him, those are bad deals now.

Thing is, each deal has withdrawal/negotiation clauses within them.

I think there are one of 3 things in play

1. Go scorched earth, make new deals, claim victory because he made a new deal (regardless how it compares to where it is

2. He wants tariffs and trade barriers completely eliminated around the world

3. He is fixated on the trade deficit, and knows that USA has to have a higher tariff rate to get that, so by blowing things up, he somehow sees a path there, or he just keeps it so high that companies have to build here and people just deal with the higher costs.
