Mental capacity to think strategically or long term. In a few weeks he will have forgotten all this and do it all over again. Or he will have moved on to some other grievance or ill conceived idea and fixate on that briefly. He isn’t learning a lesson or reconsidering, and he doesn’t have the capacity to understand tariffs or their impact.
