He may have been a special case, as in especially dangerous so he was "accidentally" assigned for deportation to ES.

As i understand it a lib judge gave him repeated and recurring green cards for legal status. (Not sure the proper terminology.)

A dispute between a lib judge and the administration should in my opinion, be settled in court.
