You have contributions invested. Contributions made from your employer are also invested. When you retire, you receive benefits based on a formula. Thats a DB pension plan, not a ponzi scheme. Some people die early, and dont receive as much as they paid in. Some die later and receive more than they paid in. Thats normal, and the way DB plans work. Because we have not had the political will to adjust the plan every few years (fault of both parties), funding is not sufficient, and we have an underfunded plan. Happens in private plans as well. In no wya is it a ponzi scheme, just a poorly administered DB pension plan. Could be easily fixed in a short time if congress got a spine.
