For any lasting change, departments need to be dismantled and their critical functions transferred to other entities.

For example; even drastic cutbacks at the Department of Ed are just cosmetic. The DoE has been a clearinghouse for the Dems to reward their cronies in the teachers' unions almost since its inception. Anything Trump cuts will be replaced, and then some, the next time Dems take power.

So remove their programs. The school lunch program needs to be transferred to HHS. Student Loans to treasury. Special Ed, Title I and Title IX could be handed off to the states with oversight coming from the DOJ. Data and student progress reports could be handled by the Census department. Once these responsibilities are transferred, then the rest of the DoE is simply bloat and bureaucracy that can be eliminated.
