on how long those deported must wait before they can even apply for re-entry.

Why don’t you spend some time contemplating the harm to others caused by only not having the proper paperwork filled out with the proper approvals versus someone who has cause harm to others through violence, theft or other that resulted in a jury or judge convicting them and being sentenced to prison?
