'Lie' means to knowingly misrepresent some fact.

In political debate, when beliefs are different, or information is different the expression is usually tagged by any opposing view as a 'lie', when it's just a debate point.
Great debate happens when one side corrects the other correctly on information.
Difference in belief can't be debated.
And of course Rask and all Democrats believe fully what they are saying - even if the available facts show otherwise they believe that the facts aren't complete or have been misinterpreted and that their view such as 'The Earth will end in 12 years if we don't implement green policy' is the most correct one.
Their whole ego, world-view, self-image and emotional state depend on them being right about these things.
That's why they go all-in and make such wonderful Manchurian Candidates...
