It distributes additional electric power to Missourians and to eastern states. Grain Belt says it will sell power to municipalities in Missouri at rates lower than current.

Both. Landowners can be compensated through negotiation. Eminent domain is used in those cases where negotiation fails.

Benefits go to the power generation companies, landowners who are compensated for easements, and those receiving electricity.
