(2) It was very early on in the pandemic.
(3) Trump was opposed to it but caved to pressure from public officials like Fauci (all Democrats).

So you see, even very early on in the "pandemic" Trump wanted to keep the economy going, but the media and public health officials like Fauci (all democrats) undermined him every step of the way. And of course, the federal guidelines had very little impact anyway. It was the collective actions of Democrat-controlled state and local governments that did most of the economic damage.
