The pay is fine now..... the rest I can go for and the death penalty should also extend to the family of anyone found guilty of fraud or even modest missteps of guideline breaking, even if it was committed by those working for them.
Nothin will motivate a person to follow the rules and regulations and always error on the side of caution like having the threat of watching their Off Spring and Spouse be under possible elimination of existence.
If America is really interested in changing corrupt behavior then the Punishment must be a Massive deterrent.
