I think the Congressional leaders deal with it more than we think, and are happy much of what goes on in the Executive branch in general.

If I were to guess, this is what helps keeps them getting re-elected, making sure funds go to their districts.

Yes, they throw a show on the Hill with their hearings, but they never really do anything about it.

And there is no question, most if not all of the Congressional leaders knew what was happening in DC under Biden, and did or said very little.
