No idea, but I would guess two things.
1. A new person comes in trying to save the world, and just sees the huge mess that is there, and just gives in.
The DOD issues date back to 2018 or something.
2. As you said in part 2. but they may say, hey look, I "saved" enough to pay my salary, so I am good, or maybe they negotiate, and say, I will cut these 3 things if you let me keep this.
Part of the reason I still think tearing building and departments down will move the needle so much further than trying to go through all of the data.
when you spend 7.4 trillion dollars, I cannot even imagine how many line items that would be in an accounting book to go through.
