The Texas kid had every opportunity to lower his shoulder and create impact to any part of the receivers body other than his head. He didn’t. He launched his face mask straight into the helmet of the ASU receiver. By the rule, that is targeting, in my opinion. There is a belief that targeting can only be if the crown of the helmet is used but in reading the rule it’s any part of the body that forcibly targets the head or neck.
