to look at redefining them.

sure there are other penalties or plays that can be controversial (was it a catch or not, was his knee down, did the ball cross the plane, was it holding or pass interference, etc.) but with all of those there's at least a pretty clear definition of what qualifies. with targeting and roughing the passer, it seems like pretty much any contact at any time can be considered roughing or targeting, while at the same time blatant contact is waved off as nothing.
