you can still suspend for both, but to completely revert a personal foul is dumb.
Maybe now that they will be paying players, maybe they can fine them as well.
The problem with targeting it two fold. At first, they were way to aggressive with it. They then word smithed the hell out of it that people cannot figure out what it means. It seems to be mostly now that you have to prove intent, which I am fine.
The purpose of the rule was to reduce head injuries, some of which involved intent. The other part was to try to teach players to be safe. Letting them get away with head shots without at least a personal foul is just dumb.
