They give enough to satisfy each schools season ticket holders first, they are guaranteed seats. After that they sell them to whoever will take them.
If they strictly let the schools sell them said school would have to constantly adjust their pricing and it risks the tickets not getting sold at all.
Whereas if they sell them to the public they know generally speaking someone will buy them be it scalpers or whomever.
The name of the game is to get the tickets sold and they don't give a lock to whom or for what they go for once they are off their hands.
To be clear, the schools don't buy the tickets and resell them to their fans, they simply get first crack at being the seller. In a way it let's the schools jack up the price to whatever they want and fleece their season ticket holders with premium prices
