Market sets the price higher than what people are willing to pay.

Bowls let schools sell a certain amount, then the rest they sell off to the public with the goal of selling as many tickets as they can to whomever will buy them.

Hell, some schools in the past have bought the tickets themselves and gave them away,just to try and get some fans to show up.
