The Cards have always been closer to those teams than to the big boys in cashflow and payroll potential. The Cards have claimed a large swath of territory for decades because they were the team out west for so long. That territory is not as big as it used to be and it does not carry the same number of baseball fanatics as other areas or as much as it used to.
The Cards had zero reasonable expectation or reason to be as good as they've been the last 20 years. Honestly, no team really does. Everybody has ups and downs. It is a testament to how smartly the Cards have managed the organization over that time. They don't have the money to simply buy their way out of screwups but they've basically had no screwups for 20 years.
There is nothing innate about the St Louis Cardinals that makes them consistently good in the modern era. They've simply done it through sheer willpower and cunningness. Most Cards fans will take this post as some sort of disrespect, when in reality it's a nice pat on the back.
